As a young man, Mateo dreamed of becoming a doctor, but his family could not afford to send him to college. So instead, he went to work for the local government as a clerk.

On November 20, 1963, at the age of 24, Mateo married his childhood sweetheart Carmen Lopez. The couple had two children: Julio Jr., born in 1965; and Maria Elena, born in 1967.

Mateo worked hard to provide for his family and give them a good life. In 1970, he was promoted to the position of city planner. He held this job until retiring in 1998. During his career, Mateo made many contributions to the city of San Juan that helped make it the thriving metropolis it is today.
